The Committee on Legislative Support of Law Enforcement recommends that the Verkhovna Rada adopt as a basis the draft law on amnesty in 2014

The bill (Reg. No. 4526) suggests announce amnesty and spread its force to, first of all, those categories of the convicted who have committed non-grave crimes or are unprotected and vulnerable in the social sphere, particularly: to the under-aged, to women and men who have children under 18, children with disabilities and/or an adult son/daughter with disabilities, disabled of group one, two and three, having tuberculosis, oncological diseases, etc.        

The bill also suggests apply amnesty to persons against whom criminal proceeding were initiated and who were convicted in the period of 2010-2014 for crimes not connected with violence.

Reporting on the bill, Committee’s Chair Andrii Kozhemiakin claimed that the act of humanity in relation to the convicted in Ukraine has not been applied for the last three years.  

The people’s deputy also informed that in case of adopting this bill, amnesty will be applied to 23 000 persons.  

The Committee’s members upheld the bill.
