Under article 10 of the Constitution of Ukraine, mechanism for settling language life in Ukraine on the basis of the single state language should be legal, well-balanced, and statehood. The state language in Ukraine should be the Ukrainian one. Thereat, minority languages and languages of national minorities should be protected.
Settlement of these issues in the legal terrain was the key one during another meeting of the Special Temporary Commission of the Verkhovna Rada of Ukraine on preparation of a new version of the law on development and use of languages in Ukraine.
Commission’s Chair, Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi reminded those present that in the course of elaboration of a new version of the law, the draft Law of Ukraine “On the Order of Using Languages if Ukraine” was taken as a basis. It was elaborated by the experts group under the chairmanship of Leonid Kravchuk. He noted that the Concept of state language policy of 15/02/2010; Opinion of the Venice Commission and the OSCE High Commissioner on National Minorities was taken into account. R.Koshulynskyi stressed that in view of current realia, Commission should intensify its work.
Technical discussion regarding legal settlement of the language sphere was held within the framework of Commission.
The people’s deputies of Ukraine, deputies of local councils, specialized international experts, Ukrainian public figures and scientists participated in the Commission’s work. Next meeting will be held on March 25, 2014.
Temporary Special Commission on preparation of the draft Law of Ukraine on development and use of languages in Ukraine was established by the Verkhovna Rada of Ukraine on March 4, 2014. Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi was elected as its head. Representatives of all parliamentary factions and deputy groups became members of the Commission.
