PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SEVENTH CONVOCATION WAS HELD ON FRIDAY, MARCH 14, 2014. 

261 people’s deputies registered to participate in the plenary meeting.

Having opened the morning meeting, Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi informed that yesterday tragic events took place in Donetsk, as a result of which people died.  

He gave the floor to the leader of “Svoboda” deputies’ faction Oleh Tiahnybok. “Present situation in Ukraine, particularly, yesterday’s events in Donetsk Oblast require reaction of the Ukrainian government and the Ukrainian parliament,” he stressed.   

According to him, “Moscow’s agents, its militants are now in many Ukrainian Oblasts. Our Donetsk activists, members of “Svoboda”, informed us about addresses of militants from the Russian Federation.”

O.Tiahnybok expressed regret about inactivity of law-enforcement bodies that “opened a corridor for bandits armed with keen armature, sheath-knives and other prison weapons, and who just slaughtered people like pigs”. “Several citizens of Donetsk were killed, chairman of “Svoboda” Oblast organization press-service Dmytro Cherniavskyi died. Unfortunately, doctors could not save him, as well as several other people. We should immediately close borders not to let in these agents. We need to conduct lustration and throw out these Moscow’s agents. If we do not react now, there will be a great tragedy for Ukrainian nation and for Ukrainian society,” claimed O.Tiahnybok.        

On O.Tiahnybok’s request, people’s deputies commemorated the deceased in Donetsk with a minute of silence.

The Chairman announced O.Stoian entering the deputies’ group “Economic Development”.

R.Koshulynskyi also informed about creating an inter-faction deputies’ union “Platform for Reforms” in the Verkhovna Rada. Co-Chairmen are people’s deputies Yurii Derevianko, Pavlo Ivanenko, Yurii Blahodyr, Yurii Syrotiuk and Andrii Shevchenko.

R.Koshulynskyi claimed that people’s deputies have to include to the agenda a very important bill – the bill on amendments to the Code of Administrative Proceedings of Ukraine re competence of the Supreme Court of Ukraine.

Chairman of the Committee on Economic Policy Andrii Ivanchuk reported on the draft law, elaborated for consideration in the second reading, on amendments to the Economic and Civil Codes re limiting maximum term for submitting creditors’ requirements.    

Following the voting results, the bill did not receive enough votes for its adoption in the second reading (185 in favour) and was rejected.

Next, people’s deputies considered the draft law on amendments to several laws of Ukraine re entering information about effectual legal entities and sole-proprietors to the Unified State Register of Ukraine.    

The Chairman, claiming that there are not enough deputies for a successful voting, put the bill to a signal vote (183 in favour).

R.Koshulynskyi suggested consider draft resolutions on appointing some early local elections.

The Chairman gave the floor to a representative of the Committee on State Building and Local Self-Government Ruslan Kniazevych.  

R.Kniazevych stated that today is actually the last day when it is possible to set early local elections for May 25.   

People’s deputy O.Zarubinskyi draw attention to the fact that “absence of people’s deputies today at the plenary meeting is unacceptable and criminous”.

O.Zarubinskyi addressed the Chairman suggesting to gather leaders of deputies’ factions and groups in order to ensure presence of people’s deputies in their workplaces for fulfilling their deputies’ obligations.  

R.Kniazevych informed that the Committee addressed the Parliament to consider the possibility of setting elections of village, township and city mayors by ad hoc procedure with one decision and then document this decision with different resolutions.  

R.Kniazevych stated the fact that “the Parliament consciously refuses to fulfill its constitutional obligations regarding setting elections to local self-government authorities”.  

Representatives of deputies’ factions and groups discussed the issue of non-participation of the people’s deputing in voting. They noted that the coalition includes 258 people’s deputies: three factions, two groups and separate people’s deputies. It was suggested that the Chairman should gather representatives of three factions, two groups and non-affiliated deputies, and ensure presence of deputies, as well as instruct newspaper “Holos Ukrainy” to publish surnames of those who do not go to work.  

The Chairman gave the floor to Chairman of the Committee on State Building and Local Self-Government Davyd Zhvaniia. He informed that at the meeting on March 12, the Committee considered the issue on appointing separate early city elections, following which seven drafts on setting early elections of the following city mayors were elaborated and registered: Cherkasy city mayor of Cherkasy Oblast, Krasnoarmiisk city mayor of Donetsk Oblast, Pereiaslav-Khmelnytskyi city mayor of Kyiv Oblast, Rozhyshchensk city mayor of Rozhyshchensk region of Volyn Oblast, Piatykhatky city mayor of Piatykhatky region of Dnipropetrovsk Oblast, Monastyrska city mayor of Ternopil Oblast, Khotyn city mayor of Khotyn region of Chernivtsi Oblast.  

D.Zhvaniia claimed that the Committee suggests set elections of these mayors for Sunday, May 25, 2014. The Committee unanimously suggested that the Verkhovna Rada should consider and vote separately for each of the draft resolutions under Reg. No.  4407-4412 , and asked to put to vote each resolution separately.  

The draft resolution on setting early elections of Cherkasy city mayor (Cherkasy city of Cherkasy Oblast) for May 25, 2014 was placed on the agenda. 

The Verkhovna Rada upheld the resolution as a basis and in entirety by 232 votes.

The people’s deputies did not uphold the draft resolutions on setting early elections of Krasnoarmiisk city mayor (Krasnoarmiisk city council of Donetsk Oblast) and that of Pereiaslav-Khmelnytskyi city mayor (Pereiaslav-Khmelnytskyi city of Kyiv Oblast).

The people’s deputies placed on the agenda the draft law on amendments to the Code of Administrative Court Procedure of Ukraine regarding competence of the Supreme Court of Ukraine (Reg. No. 4440).

The bill was reported by the people’s deputy Serhii Soboliev.

The Verkhovna Rada adopted the bill as a basis and in entirety by 252 votes.

The draft resolution on celebration of the 75th anniversary of Carpathian Ukraine was reported by the people’s deputy Iryna Farion. She noted that “this is a sacred duty of the people’s deputies to vote on this resolution today.”

The Verkhovna Rada adopted the resolution as a basis by 232 votes.

The draft law on amendments to the Law “On Accounting Report and Financial Accountability in Ukraine” (re simplifying the procedure of preparation and submission of financial accountability for the subjects of micro-entrepreneurship) was reported by the people’s deputy Ihor Vasiunuk.

In the course of discussion, people’s deputies upheld the bill. However, following the results of voting, it was not adopted (188 votes in favor).

The Chairman addressed the people’s deputy Vitalii Klychko with a request to bring the flag of the Naval Forces of Ukraine into the session hall.

Leader of the “UDAR” faction Vitalii Klychko has planted a flag near the tribune. Addressing officers and soldiers in Russian, Vitalii Klychko noted that this is the flag before which hundreds of officers and soldiers took an oath of loyalty to Ukraine in 1992. He thanked all the officers and soldiers, who despite pressure and threats, remain true to the oath.  

V.Klychko stressed that this flag will be a sign of moral support of the Verkhovna Rada to the officers that remain true to the oath

The draft law on amendments to the Code of Ukraine on Administrative Infringements regarding settling the issue of responsibility for committing family violence was reported by the people’s deputy Iryna Herashchenko.

Chairman of the Committee on Legislative Support of Law Enforcement Andrii Kozhemiakin reported the decision of the Committee to recommend the Verkhovna Rada adopt the bill as a basis. He noted also that if there are votes, it is necessary to vote.

Following the results of voting, the bill lacked voices (185 votes in favor).

The draft law on amendments to several legislative acts of Ukraine regarding preventing employees’ professional diseases was introduced by the Chair of the Committee on Social Policy and Labour Petro Tsybenko.

The Chairman put the bill to signal voting (163 votes in favor).

The Chairman has announced an early break in the plenary meeting, since the people’s deputies showed no inclination to vote.

After the break, R.Koshulynskyi informed about the meeting of leaders of deputy factions and groups. He noted that this is an extremely critical situation and just now, the session of the Constitutional Court is taking place. The Court has to assess activity of the Verkhovna Rada of the Autonomous Republic of Crimea in regard to holding a referendum.  

The people’s deputies took the floor with announcements, statements and offers.

Next plenary meeting of the fourth session will be held on Saturday, March 15.
