Under the document, “The Verkhovna Rada of Ukraine
RECOMMENDS:
I. The acting President of Ukraine:
1. To call on the European Union to use every bit of leverage in regard to the Russian Federation in connection with its actions directed against peace, sovereignty, independence and territorial integrity of Ukraine.
2. Authorize the Prime Minister of Ukraine to conclude, as soon as possible on behalf of Ukraine, the Association Agreement between Ukraine, on the one side, and the European Union and the European Atomic Energy Community and its member states, on the other side (in the part of political association), after the respective time constraints are adjusted.
II. The Cabinet of Ministers of Ukraine:
1. To take measures necessary for conclusion and fulfillment of the Association Agreement between Ukraine, on the one side, and the European Union and the European Atomic Energy Community and its member states, on the other side. Particularly, activate preparation of its implementation Programme and establishment of the national coordination system of this activity.
2. Determine technical and legal aspects for conclusion of the Association Agreement between Ukraine and the European Union in the part of establishing deepened and comprehensive Free Trade Zone.
3. Take measures to complete fulfillment of the I (legislative) stage of the Visa Liberalization Action Plan for Ukraine.
4. Activate negotiations with the European Union in regard to increasing the amount of sectoral budgetary support that is provided to Ukraine, including assistance in implementing the future Association Agreement and using tools of pre-accession EU assistance to the candidate countries.
5. Address the European Union, international financial organizations and other donor countries with a request to as soon as possible convene international donor conference in view of attracting funds for introducing reforms in Ukraine, under the Association Agreement between Ukraine, on the one side, and the European Union and the European Atomic Energy Community and its member states, on the other side.
6. Ensure cooperation with the European Union institutions and its member states in regard to promoting and return of illegally obtained funds into Ukraine.
7. Continue negotiations with the European Union and its member states and the third countries with an aim to diversify the sources and ways of energy supply to Ukraine, including by taking an opportunity of gas supply from the countries of Central Europe through the gas transmission system of Ukraine in the reverse regime.
8. Secure the quickest possible conclusion of the Common Aviation Area Agreement between Ukraine and the European Union.
9. Take measures necessary for increasing regional and cross-border cooperation between Ukraine and the European Union.”
