According to the draft Address:
“Lately, regardless of moderation and restraint of state authorities and its armed forces, situation on the territory of the Autonomous Republic of Crimea continues to dramatically worsen as a result of action activation on the part of armed forces and Black Sea Fleet of the Russian Federation. Actually, it is the issue of an unprovoked act of aggression against Ukraine on the part of Russian Federation.
In view of this, Ukraine as a state-founder of the United Nations Organization, and basing on provisions of clause 1 of article 1, clauses 3, 4 of article 2 of the UN Charter, calls the United Nations Organization, according to clause 2 of article 11, to immediately consider the situation in the Autonomous Republic of Crimea in connection with blatant violations of basic principles of international law, stipulated by the UN Charter, by the Russian Federation.
Moreover, according to right to self-defense, acknowledged by the UN Charter (article 51), Ukraine reserves the right to, in case of necessity, request assistance of any state or regional collective security system for restoring its sovereignty, territorial integrity and inviolability.”
Respective draft resolution was registered under No. 4418.
