Committee members have considered two bills registered under No. 4393 and 4393-1.
The draft law (Reg. No. 4393) suggests transform internal military forces of the Ministry of Internal Affairs into the National Guard of Ukraine – the military unit with law-enforcement functions that will be included into the system of the Ministry of Internal Affairs of Ukraine. Under the bill, the National Guard is to protect life, rights, freedoms and legal interests of citizens, society and the state form criminal and other unlawful encroachments; protect public order; stop terrorist activities, etc.
The alternative bill (Reg. No. 4393-1) suggests restore the National Guard of Ukraine on the basis of formations and units of internal military forces of the Ministry of Internal Affairs (MIA) and other MIA subdivisions of Ukraine.
Having analyzed the bills, Committee members upheld the bill registered under No. 4393. The people’s deputies deem that adoption of the bill will allow establish a powerful military unit in Ukraine on the model of the European one.
