The Verkhovna Rada of Ukraine adopted the Resolution “On Recommendations of parliamentary hearings entitled “Availability and quality of secondary education: status and ways of improvement”

Aiming at further insurance of citizens with an equal access to education, improvement of its quality and strengthening its role in spiritual, economic, social, innovational development of the society and the state, participants of the parliamentary hearings, particularly, recommend that the Verkhovna Rada of Ukraine:

1) elaborate a new version of the Law of Ukraine “On Education”;

2) accelerate consideration and adoption of bills under Reg. No. 2861, 2413, 0906, 2768, 2878, 2348а, 3350, 2157а, 2668, 2490, 2243, and such bills on:

stipulating enough funds in the State Budget of Ukraine, local budgets for 2014 and next years for financing state programmes in the sphere of education;  

increasing social guarantees for pedagogical workers, particularly, those working in rural areas;  

amendments to the Budget Code of Ukraine regarding determining volumes of inter-budget transfers for cost incurrence for pre-school and out-of-school education, comprehensive specialized boarding schools, etc;

stipulating funds in the State Budget of Ukraine and local budgets for 2014 and next years in volumes according article 61 of the Law of Ukraine “On Education” for ensuring salaries of pedagogical and academic teaching employees according to article 57 of the Law of Ukraine “On Education”;       

regulating issue on attending pre-school and comprehensive educational institutions by children, parents of whom refused mandatory vaccinations.  

Respective draft resolution was registered under No. 4062.
