Working group on the analysis of the list of political prisoners that were named during the plenary meeting of the Verkhovna Rada of Ukraine on February 27, 2014 in the course of consideration and adoption of the law “On amendments to the Law of Ukraine “On Amnesty in Ukraine” was established in the Committee on Legislative Support of Law Enforcement

 The Committee Chair Andrii Kozhemiakin motivated consideration of this issue by the instruction of the Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov. He noted that the law (Reg. No. 4271) introduces the so-called individual amnesty, i.e. amnesty that has exclusively personal character, for eliminating negative consequences of criminal prosecution of persons solely for political reasons.   

A.Kozhemiakin informed that the Committee has received numerous appeals pertaining to the fact that some of the persons, serving their sentence for criminal offences, were released.

The Committee Chairman noted that it is necessary to thoroughly reconsider the list of the released persons. 

In the course of consideration, Committee members agreed with the necessity to once again examine the whole list. They suggested mandate the Prosecutor’s General Office, the Ministry of Internal Affairs and the Security Service of Ukraine to check all the cases on the detained for political reasons within 5 days.

The people’s deputies have unanimously upheld the proposal to establish the working group at the Committee, consisting of Committee members, representatives of the Prosecutor General’s Office, the Security Service of Ukraine, Criminal Investigations Department of the Internal Affairs Ministry and Maidan’s NGOs.

The people’s deputy Serhii Sas was elected the head of the working group.
