The Committee on Legislative Support of Law Enforcement recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to several legislative acts of Ukraine re securing implementation of authorities of the Verkhovna Rada of Ukraine when determining structure of the Internal Affairs Ministry

The bill (Reg. No. 4016) suggests prohibit establishment of special subdivisions of militia, special military units of internal troops, special motorized military units of militia and other special subdivisions, other than by being adopted as a law by the Verkhovna Rada. In extraordinary circumstances, the Cabinet of Ministers shall be allowed to establish temporary special subdivisions of militia for the period of no more than three months. At the end of this term such subdivisions should be either granted the status of permanent ones, or liquidated.  

The respective amendments are suggested to be made to the laws “On Militia” and “On Internal Troops of the Ministry of Internal Affairs of Ukraine.”

Committee members upheld the bill, adoption of which will promote implementation of the authority of the Verkhovna Rada to determine structures of the Ministry of Internal Affairs, granted by the Constitution of Ukraine, and promote strict adherence to the Ukrainian legislation on the part of staff of internal affairs agencies of Ukraine.
