Being aware of topicality and importance of elaboration of a new version of the law, the Temporary Special Commission has held its first meeting on March 4, 2014.
Following the proposals of the people’s deputies of Ukraine, the Commission decided to involve experts - representatives from different regions of Ukraine - into its work. Having granted a hearing to the ideas of the people’s deputies and experts, the Commission has agreed on the title of the future draft law.
Recognizing provisions of article 10 of the Constitution of Ukraine as fundamental and inviolable ones, the Commission has determined a range of documents that will be considered and taken as a basis during elaboration of a new version of the Law. Inter alia, the European Charter for Regional or Minority Languages, the Law of Ukraine “On Ratification of the European Charter for Regional or Minority Languages” of 15/05/2003; the Law of Ukraine “On the Principles of State Language Policy of Ukraine” of 03/07/2012; the draft Law “On Functioning of the Ukrainian Language as a State One and on the Order of Using Other Languages in Ukraine”, referred by the people’s deputies V.Yavorivskyi, M.Matios, I.Farion, and some others (Reg. No. 1233); the draft Law of Ukraine “On the Order of Using Languages in Ukraine”, elaborated by the experts group headed by Leonid Kravchuk and the USSR Law “On the Languages in the Ukrainian SSR” of 28/10/1989.
Next meeting of the Temporary Special Commission will be held on March 11, 2014.
