ON SUNDAY, FEBRUARY 23, 2014 THE VERKHOVNA RADA OF UKRAINE OF THE SEVENTH CONVOCATION CONTINUED ITS WORK IN THE PLENARY MODE.
315 people’s deputies registered to participate in the plenary meeting.
Deputy Chairman of the Verkhovna Rada Ruslan Koshulynskyi opened the plenary meeting. He informed that commissioners for controlling over activity of state authorities are expected to arrive to the Verkhovna Rada. According to him, a big package of bills is to be considered today. R. Koshulynskyi addressed people’s deputies with a request to wait till 11 p.m. and announced a break.
After the break, Chairman of the Verkhovna Rada Oleksandr Turchynov suggested to grant a hearing to the acting Minister of Internal Affairs, commissioners for controlling over Security Service of Ukraine and Ministry of Defence.
Commissioner for controlling the activity of the Security Service of Ukraine Valentyn Nalyvaichenko reported about events of the last day. He informed that the Security Service of Ukraine does not have a chairman, first deputy chairmen, leadership, and only a Deputy Chairman of the Security Service of Ukraine is at his workplace.
V.Nalyvaichenko claimed that the Chairman of the Security Service of Ukraine and his deputies turned off their phones, willfully left the place of military service, all Oblast administrations are left without their leadership, without plans for the protection of nuclear facilities in the country, and objects of mass gatherings of citizens.
V.Nalyvaichenko called to introduce for consideration of the Parliament candidatures of those people who have to ensure security and order in the country. According to him, yesterday an interdepartmental meeting was held, operational procedures were determined and are now being implemented.
The Commissioner also stressed that the Security Service of Ukraine has to detain offenders who were killing people, organizing these killings and giving criminal orders, as well as high-ranking officials guilty of the bloodshed.
V.Nalyvaichenko also voiced necessity of adopting the law on lustration.
Commissioner for controlling the activity of the Prosecutor General’s Office Oleh Makhnitskyi informed that authorities of the Prosecutor General’s Office are working, they have their tasks regarding consideration of cases on separatism, attempts of using Armed Forces during mass protest actions; respective procedural measures on preventing the suspects from leaving the country have been taken.
O. Makhnitskyi also said that he instructed to release from under the guard those persons cases of whom do not have evidence of guilt or there are not enough of them. According to him, measures for alienating property stipulated by criminal and procedural legislation are being now taken.
Acting Minister of Internal Affairs A.Avakov claimed that a meeting on maintaining public order was held last night with representatives of the Security Service of Ukraine and the Prosecutor General’s Office.
A.Avakov informed that he dismissed staff of the Ministry of Internal Affairs, and new staff of the Ministry was appointed.
“Now bodies of the Ministry of Internal Affairs have management, everything is done to avoid new confrontations,” he stressed. According to him, a decision was made to release people from under the guard. 64 people have already been released, all the other will be released on Monday.
A.Avakov also said that employees of the militia and representatives of Maidan self-defence today will begin a joint patrolling in Kyiv.
O.Turchynov informed that yesterday he met with representatives of ministries and departments who continue performing their duties. “Situation in Ukraine is catastrophic. There are no funds on a treasury account. There are enormous problems with filling the Pension Fund, ensuring stability of banking sector and national currency,” he stressed.
The Chairman
informed about resignation of people’s deputies Ivan Fursin, Viktor Ostapchuk
and Serhii Katsuba from the Party of Regions faction.
Oleksandr Turchynov noted that one of the issues raised in the speeches was the issue of governmental residence “Mezhyhirya”.
He proposed to include into the agenda the draft resolution on the return of the governmental residence “Mezhyhirya” into state ownership.
The draft resolution was included into the agenda and adopted in entirety by 324 votes.
The people’s deputies considered the draft law on recognizing the laws of October 7, 2010 No. 2592-VI “On amendments to several legislative acts of Ukraine re bringing them in line with the Constitution of Ukraine” (Reg. No. 4092) as invalid.
The Verkhovna Rada adopted the bill in entirety by 332 votes.
Further on, the meeting was led by the Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi. He proposed to include into the agenda the draft resolution on imposing the duties of the President of Ukraine on the Chairman of the Verkhovna Rada of Ukraine, under article 112 of the Constitution of Ukraine.
The bill was placed on the agenda by 282 votes and adopted by 285 votes.
After voting, representative of the Communist Party of Ukraine A.Martyniuk informed that the faction will not participate in forming the coalition, runs into opposition and, thus, will not participate in voting on staff issues.
The Verkhovna Rada adopted the following resolutions: on dismissing D.V. Tabachnyk from performing the duties of the Minister of Education and Science and on dismissing O.L. Kozhara from performing the duties of the Minister of Foreign Affairs of Ukraine.
The draft bill on amendments to several legislative acts of Ukraine re terminating provisions of the laws adopted on January 16, 2014, and abolishes several norms of the laws of 16/01/2014, was adopted in entirety.
The people’s deputies placed on the agenda and adopted the Resolution “On amending the Resolution of the Verkhovna Rada of Ukraine “On election of judges” No. 4048-VI of November 17, 2011”.
The Verkhovna Rada adopted the laws “On amendments to several legislative acts of Ukraine (re separate issues of court system and the status of judges)” and “On recognizing the Law of Ukraine “On the Principles of State Language Policy” as invalid”.
The people’s deputies adopted the resolution on dismissing R.Bohatyriova from performing the duties of the acting Health Care Minister.
Parliamentarians adopted in entirety the draft law on holding a moratorium on liquidation and reorganization of healthcare institutes in the version of the first reading.
In the speeches, the people’s deputies made their proposals in regard to further work. In particular, they suggested take the decision on liquidation of the special units of the Ministry of Internal Affairs “Berkut”; on amendments to the law “On the State Budget of Ukraine for 2014”; on ratification of the Rome Statute, etc.
Oleksandr Turchynov announced withdrawal of Yevhen Kartashov from the Party of Regions.
Commissioner for controlling the activity of the Prosecutor General’s Office of Ukraine Oleh Makhnitskyi informed that the last imprisoned was freed from detention.
Having agreed with the remarks of the people’s deputies, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov noted that in order to take the decisions by consent of factions and committees, it is necessary to form the agenda and determine the top priority issues.
