The Verkhovna Rada of Ukraine adopted the Resolution “On expressing distrust to the Prosecutor General of Ukraine Pshonka V.P.”

RESOLUTION

OF THE VERKHOVNA RADA OF UKRAINE

“On expressing distrust to the Prosecutor General of Ukraine Pshonka V.P.”  

For the last three month Ukrainian law-enforcement bodies have been improperly using physical force, special tools and weapons against protesters in Kyiv and other cities in Ukraine. Their officials have been consistently abusing their powers, committing other grave and especially grave crimes: killing a lot of people and inflicting bodily injury of varying severity, special divisions of militia have been humiliating honor and dignity of persons, torturing peaceful civilians, using water canons against protestors at a temperature less than 0oC, kidnapping people, etc.     

Such situation happened largely due to the absence of an adequate legal reaction to these actions on the part of authorities of the Prosecutor General's Office, as well as their prejudice regarding the protestors.  

Prosecutor General Pshonka V.P. did not ensure organization of work of authorities of the Prosecutor General's Office that should have provided assertion of the rule of law, strengthening of law and order, and protection against security incidents.

Activity of Prosecutor General Pshonka V.P.  led to mass violation of constitutional rights and freedoms of a person and a citizen, to tens of killed and hundreds of injured citizens.   

According to clause 25 of chapter one of article 85, and chapter one of article 122 of the Constitution of Ukraine, the Verkhovna Rada of Ukraine establishes:  

1. To express distrust to the Prosecutor General of Ukraine Pshonka Viktor Pavlovych and, as a result, his dismissal from the position.

2. This Resolution comes into force since the day of its adoption.
