The Verkhovna Rada of Ukraine adopted the Resolution “On condemnation of violence in Ukraine which led to human losses”

 Under the document, the Verkhovna Rada of Ukraine has concluded:

“1. To strongly condemn use of force, which led to loss of life of the citizens of Ukraine, tortures and other crimes against humanity. 

2. The Cabinet of Ministers, the Security Service of Ukraine, the Ministry of Internal Affairs of Ukraine, the Defence Ministry of Ukraine and other military unions shall immediately stop applying force and prohibit use of any types of weapons and special tools against the citizens of Ukraine.    

3. To prohibit conduction of anti-terrorist operation, the decision on execution of which was announced by the Security Service of Ukraine and the Anti-Terrorist Center of Ukraine on February 19, 2014 across the whole territory of Ukraine, or on its particular areas. 

4. To prohibit leaders, commanding officers of units and subdivisions, officials, private corps and senior officers of the Defence Ministry of Ukraine, the Armed Forces of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the Prosecutor’s Office of Ukraine, other bodies of state power and local self-government of Ukraine, citizens’ associations, institutions and organizations take measures stipulated by the anti-terrorist operation plan as non-corresponding to the Constitution of Ukraine, the laws of Ukraine and aiming at illegal restriction of citizens’ rights and freedoms.  

5. In view of implementation of clauses 1-4 of this Resolution:

5.1. The Security Service of Ukraine shall immediately rescind the decision on conducting an anti-terrorist operation on the territory of Ukraine that was announced by the Security Service of Ukraine and the Anti-Terrorist Center of Ukraine on February 19, 2014;

5.2. The Ministry of Internal Affairs of Ukraine shall urgently:

cease blocking of transport communications, as well as other streets, squares, lanes and alleys in the city of Kyiv and in other populated areas of Ukraine on the part of law-enforcement bodies;

ensure return of law-enforcement officers to the places of their permanent deployment.

5.3. Prohibit the Defence Ministry of Ukraine use the Armed Forces of Ukraine in anti-terrorist operation, the decision on conducting of which was announced by the Security Service of Ukraine and the Anti-Terrorist Center of Ukraine on February 19, 2014, and urgently ensure return of law-enforcement officers to the places of their permanent deployment. 

5.4. The Cabinet of Ministers of Ukraine shall urgently rescind the decision on limiting entry of transport into the territory of Kyiv.”   

The respective draft resolution was registered under No. 4158.
