The Committee on Science and Education held a field meeting in Kyiv Interregional Higher Vocational School of Communications

Exercising a
control function according to articles 14 and 24 of the Law “On the Committees
of the Verkhovna Rada of Ukraine,” the Committee considered the issue “On practice
of applying by the Ministry of Education and Science of Ukraine, the Ministry
of Finance of Ukraine, and regional executive authorities the Law of Ukraine “On
Vocational and
Technical Education” concerning financial provision of vocational and
technical schools and institutions
of vocational and technical education (articles 5,
7, 8, 9, 29, 40, 49, 50, 51).”
The event was held on February 12 on the premises of Kyiv Interregional Higher Vocational School of Communications headed by the Committee’s Chairperson Lilia Hrynevych. Representatives of central executive authorities, scientific institutions, education authorities, management of vocational and technical institutions, including representatives from the Autonomous Republic of Crimea, Dnipropetrovsk, Poltava, Kherson and other Oblasts, who were available by skype, participated in this meeting.
The Committee stated that vocational and
technical education in Ukraine is in a very difficult situation. Its updating
and development on the modern stage gets complicated by a long-term crisis in
the country’s economy and non-implementation to the full extent of current
norms of the laws concerning financial provision of vocational and
technical schools and institutions
of vocational and technical education. These factors
determine negative tendencies and provoke crises and problems in the system of
vocational and technical education. During the discussion, numerous point of
view were expressed regarding improvement of legislation in this sphere,
particularly, elaboration of the draft Law “On Vocational Education,” amending
the Budget Code, etc. The Committee members talked about the necessity of
decentralization of management of vocational education system, elaboration of state
standards for separate professions, economic and tax privileges for employers,
etc.
The draft decision of the Committee, which shall be adjusted with
consideration of proposals of the participants of the meeting, stipulates in
particular:
recommend the Cabinet of Ministers of Ukraine analyze the issue of
financial provision of technical vocational educational establishments, as well
as institutes of professional and technical education; find out and eliminate
reasons of their quite limited financing from state and local budgets;
introduce a new model for calculation of expenditures on training of qualified
employees in technical vocational educational establishments when setting the state
and local budgets; make provisions in the State Budget of Ukraine for 2014 and 2015 for
expenditures and secure substantial funding of measures directed at
implementation of the State Target Programme for development of technical
vocational education for the period of 2011-2015; take urgent measures aimed at preventing delay of the
ongoing payments of educational institutions and institutes of professional and
technical education on the part of State Treasury Service of Ukraine, etc.
