During the training, people’s deputy of Ukraine of the first convocation, vice-president of the People’s Deputies of Ukraine Association, expert of the Parliamentary Development Project II Volodymyr Kryzhanivskyi got participants of the programme acquainted with the basic provisions of “Rules of Procedure of the Verkhovna Rada of Ukraine.”
V.Kryzhanivskyi stressed that according to chapter IV of the Constitution of Ukraine, the Verkhovna Rada is the only legislative body in the country. Chapter IV of the Law “On the Rules of Procedure of the Verkhovna Rada of Ukraine” determines, particularly, order of introducing bills. According to article 89 of the law, the right of legislative initiative in the Verkhovna Rada belongs to the President, people’s deputies, the Cabinet of Ministers and the National Bank of Ukraine.
V.Kryzhanivskyi attached participants’ attention to article 102 of the law stipulating that “all bills should be considered by the Verkhovna Rada according to the procedure of three readings. Consideration and adoption of the bill according to the procedure of three readings includes:
1) first reading – discussion of main principles, provisions, criteria, structure of the bill and its adoption as a basis;
2) second reading – discussion by each article and adoption of the bill in the second reading;
3) third reading – adoption of the bill, that requires refinement and coordination, in entirety.”
The expert also noted that by the decision of the Verkhovna Rada it is possible to adopt the bill (except for draft codes and bills containing over 100 articles, clauses) right after first or second reading if the bill is recognized as not requiring refinement, and if there are no submitted remarks from people’s deputies, other subjects of legislative initiative, legal or scientific and experts offices of the Verkhovna Rada of Ukraine Secretariat regarding its content.
According to V.Kryzhanivskyi, during second and third readings, comparative tables of the bills are considered. All bills registered and included to the agenda should be mandatory sent for scientific expertise.
V.Kryzhanivskyi informed that the law’s text, which is adopted by the Verkhovna Rada not later than in ten days, is documented by the main committee, is endorsed by the Chairman, Chairman of the Committee’s Secretariat or authorized persons, and is submitted for signature to the Chairman of the Verkhovna Rada. The Chairman of the Verkhovna Rada sings the law and immediately sends it to the President.
The expert also said that according to article 132 of the Law on the Rules of Procedure, in case the President of Ukraine applies veto right to the adopted law and returns it with his motivated proposals, results of the voting get cancelled and the procedure of a repeated consideration of the document in the Verkhovna Rada begins.
V.Kryzhanivskyi said that the final procedure of the bill is its publication in the newspaper “Holos Ukrainy” and Report of the Verkhovna Rada of Ukraine.
“How to improve Ukrainian economy,” is a topic of the speech of Chairman of the Committee of Economists of Ukraine Andrii Novak. During the lecture, the economist characterized problems the Ukrainian economy faces and ways of their settling. He particularly stressed the importance of cooperation with the EU member-states.
Analyst of the expert centre of Association of Ukrainian cities Oleksandr Slobozhan, political scientist Maksym Yakovliev, Chairman of the State Service on Personal Data Protection Oleksii Mervinskyi and Vice-President of the All-Ukrainian Youth NGO “Debate Academy” Nazarii Boiarskyi also participated in the meetings with interns.
