Volodymyr Rybak: 780 adjusted issues are placed on the first section of the agenda of the fourth session

780 adjusted issues are placed on the first section of the agenda of the fourth session. The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak in formed this opening the Conciliatory Council meeting on Monday. 

According to him, 1132 issues are included into the second section that are mandated to be prepared and adjusted for consideration by the session hall.

Volodymyr Rybak attached attention of the faction leaders that during the extraordinary session last week there was registered the draft Resolution on establishment of the Special Temporary Commission of the Verkhovna Rada on preparation and adjustment of the bill on amendments to the Constitution of Ukraine regarding returning to the parliamentary-presidential form of governance. “There are no agreed proposals concerning its personal composition as yet. That is why I would ask you to refer the respective candidates to the Committee on the Rules of Procedure,” noted the Chairman of the Parliament.    

The Chairman of the Verkhovna Rada emphasized that in order to ensure a full-fledged work it is first of all necessary to approve the plan calendar and the session agenda. “Until these two issues are settled, we have no right to consider other items,” he stressed.  

Volodymyr Rybak said that 86 agenda items are placed for consideration during the current plenary week. In particular, it is planned to consider 32 issues on Tuesday, inter alia, the bill on the number of the Armed Forces, referred by the President of Ukraine, and 8 bills that should be considered in the first reading. Apart from calling early local elections, we should also scrutinize 20 resolutions that very day. 10 agenda items are placed for consideration on Wednesday and 38 – on Thursday, of which 8 pertain to ratification, 17 bills are proposed for consideration in the first reading and 9 – in the second. It is also planned to elect and dismiss judges. 

Volodymyr Rybak addressed faction leaders with a request to submit the issue on themes of the Government Question Hour.

Under the draft plan calendar, the people’s deputies will work in the committees and factions on February 10 – 14.

In the course of the discussion between faction leaders, the Chairman of the Verkhovna Rada addressed members of the Conciliatory Council calling on them to resume proper work in the session hall. According to him, the people’s deputies address the Chairman of the Parliament with a demand not to hold constant negotiations with faction leaders and to place the issues for consideration by the whole deputive body. 

According to him, there are issues that really should be adjusted at the level of faction leaders. “Then, let us convene at my office and may the First Deputy Chairman hold a session, so that the latter could adopt laws,” stressed Volodymyr Rybak.
