The Committee on State Building and Local Self-Government considered over 100 issues during the third session of the Verkhovna Rada of Ukraine of the seventh convocation

Among the draft laws prepared by the Committee, the Verkhovna Rada adopted in the second reading and in entirety, and the President of Ukraine signed four laws:

“On repeat elections of people's deputies of Ukraine in the single mandate constituencies No. 94, No. 132, No. 194, No. 197, No. 223 (№457-VII of 05.09.2013);

“On amendments to several legislative acts of Ukraine re social protection of homeless people” (№563-VII of 17.09.2013);

“On amendments to several legislative acts of Ukraine re improvement of electoral legislation” (№709-VII of 21.11.2013);

 “On amendments to the Law of Ukraine “On State Service” (re coming into force) (№714-VII of 19.12.2013).

In general, during the session, the Committee considered and submitted for consideration of the Parliament 42 draft laws.

The Verkhovna Rada also adopted 95 resolutions on calling local elections and 2 resolutions on administrative and territorial division.  

The Committee’s Work Group on elaboration and preparation of the draft law of Ukraine on a local referendum (Reg. No. 0867) for the second reading, established according to the decision of the Committee of March 6, 2013, consisting of people’s deputies, representatives of the Verkhovna Rada Secretariat, the Presidential Administration, the Cabinet of Ministers Secretariat, the Central Election Commission, the Ministry of Justice and other central executive authorities, leading local self-government authorities associations with the All-Ukrainian status, national and international NGOs, scientists and experts, was working during the session.      

The Committee, with participation of state authorities, national and international experts, All-Ukrainian organizations of local self-government authorities and NGOs, held a round table meeting entitled “Development of local democracy and self-organization of the population. Status and prospects.” on November 20, 2013. A round table meeting entitled “Political crisis in Ukraine: parliamentary instruments of its overcoming. Discussion of the recommendations.” was held under the auspices of the Committee on December 16 and 18.       

Almost 300 citizens’ applications and over 1600 applications of legal entities were processes by the Committee during the session.
