Answering journalist’ question, Volodymyr Rybak stressed that the situation in the session hall did not allow consider the bills “following a complete procedure” but “the procedure, in the conditions the deputies worked, was a legal one.”
“No one will come to establish order in our state,” he claimed and added that “we should do everything so that the laws that act in Ukraine were adapted to the European ones.”
Thereat, Volodymyr Rybak noted that before assessing the laws that were adopted yesterday, we should analyze them. According to him, it would be inadmissible in any European country to seize administrative buildings, block transportation routes and threaten judges.
The Chairman of the Verkhovna Rada informed also that after verification of the procedure of consideration of the laws in regard to their correspondence to the Rules of Procedure, he signed them and referred for a signature by the Head of the state. Volodymyr Rybak noted that the President of Ukraine, as a guarantor of the Constitution, will analyze them before signing as to their compliance with the Constitution of Ukraine and the applicable legislation. “The laws will be enacted after signed by the President,” he reminded. “After that we can say that they came into force,” added the Chairman.
Answering the question concerning the bill on amendments to the Law on the Rues of Procedure of the Verkhovna Rada of Ukraine, Volodymyr Rybak noted that the people’s deputies, the same as other citizens, should be accountable to the law. “The law should be one for all,” he stressed.
