The Committee members expressed concern about the Cabinet of Ministers’ approach to funding state’s security and defence sector in the next year.
People’s deputies recommend that the Government, alongside the Ministry of Defence, should ensure necessary funding in 2014, that complies with the State complex programme of reform and development of the Armed Forces of Ukraine for the period until 2017, to guarantee implementation of legislatively determined tasks of the state’s security and defence sector.
The people’s deputies particularly suggest increase expenditure in the bill (Reg. No. 3000) of the Ministry of Defence by UAH 4 bln. 783,1 mln., bringing it to the minimum necessity of UAH 19 342,8 mln.
The Committee also suggests increase expenditure by UAH 270 mln. to the State Border Guard Service of Ukraine and to comply the issue on the status of the key spending unit of state funds with the Law “On the State Border Guard Service of Ukraine.”
Having considered the government’s suggestions regarding the funding of Defence Intelligence of the Ministry of Defence, the Committee members suggest increase expenditure by UAH 123,2 mln. for settling primary problems.
It is suggested to increase expenditures by UAH 230,7 mln. for the State Space Agency of Ukraine.
The Committee suggests increase expenditures by UAH 991,6 mln. for the Security Service of Ukraine, by UAH 160 mln. for the Foreign Intelligence Service of Ukraine, and stipulate additional UAH 421,12 mln. for the Administration of the State Service of Special Communication and Information Protection of Ukraine.
The Committee submitted the suggestions to the specialized committee – the Committee on Budget for consideration during the refinement of the bill.
