The Committee on Matters of Pensioners, Veterans and Persons with Disabilities upholds the draft law on amendments to the Law “On Preschool Education” re accessibility of education for children with special educational needs and for children with disabilities

During the Committee meeting on December 4, 2013 it was mentioned that the bill (Reg. No. 2594а) stipulates amendments to the Law “On Preschool Education” re legislative consolidation of provisions on creating respective conditions for organizing inclusive upbringing and education of children with special educational needs and for children with disabilities in pre-school educational establishments.     

Particularly, the bill’s provisions stipulate establish:

that one of the main tasks of Ukrainian legislation on pre-school education is provision of the rights of children with special educational needs and for children with disabilities to accessible and free of charge pre-school education, mainly according to the place of residence, and provision of necessary conditions for the development of pre-school education system which take into account individual needs of a child;

 that principles of pre-school education are accessibility of educational services provided by pre-school education system, for children with special educational needs and for children with disabilities as well; respect for rights of children, for children with special educational needs and for children with disabilities as well, to preserving their identity;       

the possibility of creating conditions in pre-school educational establishments for using sign language;

powers of pre-school educational establishment regarding guarantee of realizing rights of children, taking into account their individual characteristics, connected with disabilities as well, to receiving pre-school education in inclusive educational environment, architecturally accessible environment;

powers of executive authorities and local self-government authorities in the pre-school education system regarding provision of pre-school educational establishments with necessary experts taking into account various special educational needs of children, including children with disabilities;      

that children with special educational needs and children with disabilities receive pre-school education in compliance with The basic component of pre-school education according to an individual plan of a child’s development.
