Ukraine views the OSCE as a unique platform for the dialogue on establishment of a joint space of equal and integral safety, which has repeatedly proved its efficiency in conditions of new challenges and threats.

Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak stressed this during the meeting with the OSCE PA President, Speaker of the Montenegrin Parliament Ranko Krivokapic on Wednesday. 

Volodymyr Rybak congratulated Ranko Krivokapic on the occasion of his election to the post of the President of the OSCE Parliamentary Assembly, expressing conviction that his political and parliamentary experience will boost international authority of the OSCE and strengthen cooperation between the OSCE member states. 

The Chairman of the Verkhovna Rada emphasized that the OSCE PA plays an important role in the development of inter-parliamentary dialogue that aims to spread democracy and strengthen safety in the area of responsibility of the Organization. “In this connection, during its OSCE presidency, Ukraine has pooled its efforts to support close cooperation with the OSCE Parliamentary Assembly on the whole complex of Organization’s agenda items,” he stressed.    

In particular, Volodymyr Rybak noted that during the period of its presidency Ukraine has attached special attention to the issue of democratic elections and electoral process monitoring in the OSCE Region.   

“We are convinced that efficient cooperation between the observers of the Office for Democratic Institutions and Human Rights and the OSCE PA is the guarantee of success in implementing objective election monitoring,” he said.

In this context, Volodymyr Rybak affirmed invitation of observers from the OSCE PA on the part of the Ukrainian Party to participate in monitoring the repeated elections of the people’s deputies of Ukraine, scheduled for December 15, this year.  

Commenting on the issues of bilateral cooperation, Volodymyr Rybak claimed that Ukraine views Montenegro as a prospective partner in the Balkan Region. 

“Ukrainian and Montenegrin people are united by age-long friendship tradition. This is a reliable foundation for successful development of comprehensive cooperation between our countries,” he stressed.

Volodymyr Rybak noted also that cooperation between legislative bodies is a traditionally important component of development of bilateral inter-state cooperation and is often a driving element in establishment of a favorable climate for the development of trade and economic relations, as well as business contacts.    

The Chairman of the Ukrainian Parliament informed that the deputy group on relations with Montenegro was established in the Verkhovna Rada on June 2013. He expressed hope that the friendship group with Ukraine will be soon established in the Montenegrin Parliament. He suggested also adjust the issue of the first meeting of the deputies of friendship groups.     

In regard to trade and economic relations, Volodymyr Rybak noted that the dynamics of bilateral trade is of stable positive tendency, however, its volume is far from the desired level. The Chairman stood for the necessity to activate cooperation in this sphere.
