9 laws and 14 resolutions were adopted by the Verkhovna Rada of Ukraine for the period of November 19-22

The following laws were adopted in entirety:

 

“On amendments to the Mining Law re provision with coal and peat briquettes”

The law establishes that persons subjected to the legislative norm of free provision of coal for the household requirements, personnel and retired workers of mining enterprises that worked at mining enterprises after liquidation or conservation of a mining enterprise may be provided with free coal and peal briquettes depending on maintability of houses’ heating system. 

The respective bill was registered under No. 2843.


“On amendments to the Law of Ukraine “On State Budget of Ukraine for 2013” re repaying a debt for energy resources

Legislative act amends articles 1, 11 and 21 of the Law “On State Budget of Ukraine for 2013” and some of its appendixes No. 1, No. 3 and No. 7.

The respective bill that was adopted with consideration of proposals of the specialized committee was registered under No. 3057 (refined).

 

On amendments to several legislative acts of Ukraine re improvement of electoral legislation

The document was elaborated with consideration of opinions and recommendations of the OSCE/ODIHR Election observation mission for people’s deputies of Ukraine elections on October 28, 2012 and other missions of official observers from foreign countries and international organizations.

The law took into consideration recommendations of the Venice Commission and OSCE/ODIHR, particularly regarding:

establishing criteria for creating single-mandate constituencies;

establishing requirements for the Central election commission to publicize on its official web-site the list of single-mandate constituencies including their numbers, borders, as well as addresses of respective district election commissions;  

providing additional powers to district election commissions concerning organization of election process in districts;  

establishing requirements regarding informing parties' representatives or candidates in single-mandate constituencies about errors or inaccuracies found in registration documents;   

normalizing provisions regarding voting of persons, who on the day of elections are living or staying abroad, and of persons who temporarily changed their place of voting (without changing their voting address) outside of a constituency to which they are referred by their voting address; 

introducing interim report on receipt and use of funds of election fund;  

including provisions that improve the procedure of election process information coverage by mass media;

improving provisions as to reasons for invalidation of the vote; 

extending rights given to official observers.

“On amendments to Basic Laws of Ukraine on Health” re terms of concluding agreements with the chairpersons of state and public health care institutions”

The Law establishes that chairpersons of state and public health care institutions shall be appointed to their positions by concluding an agreement from three to five years.

The respective bill was registered under No. 2188.

 

“On amendments to several legislative acts of Ukraine re increasing responsibility for driving a vehicle in the state of intoxication”

The law increases administrative responsibility for breaching traffic rules, particularly, by increasing penalty rate. 

In particular, a new version of second paragraph of the first part of Article 130 of the Code of Ukraine on Administrative Offences is proposed, under which "driving vehicles in alcohol, drugs or other intoxication or under the influence of drugs that reduce attention and slow the reaction, and transmission of driving to the person who is in such state of intoxication or under the influence of drugs, as well as the refusal of the person driving the vehicle from passing established procedures of checking for alcohol, drugs or other intoxication or for the use of drugs that reduce attention and speed of reaction,

- entails fine form 200 to 350 tax-free minimum incomes, or deprivation of the right to drive vehicles for a period from one to two years, or administrative arrest for a period from seven to ten days and in regard to others - fine form 200 to 350 tax-free minimum incomes, or administrative arrest for a period from seven to ten days."

On amendments to appendices No. 3 and No. 7 to the Law “On the State Budget of Ukraine for 2013” (re change of subvention name)

The legislative act changed in appendices No. 3 and No. 7 to the Law “On the State Budget of Ukraine for 2013” the name of the budget programme in order to extend directions of subvention use from the state budget to local budgets for capital repairs of centralized water supply and sewage (by supplementing it with the following types of work: new construction and reconstruction of the objects of the abovementioned systems).

The abovementioned subvention was approved by the law in the sum of UAH 440 mln. The procedure and conditions for its provision are determined by the resolution of the Cabinet of Ministers of 11/02/2013  No. 109.   

The respective bill was registered under No. 2339.

 

“On amendments to article 7 of the Law “On mandatory state social insurance in case of temporary disability and expenses caused by the burial” re including to the pensionable service the period of a child-care leave until the child turns three

The Law suggests include to the pensionable service of insured persons the period of a child-care leave until the child turns three. This period would be considered as a period for which a single fee is paid, proceeding from the minimum insurance payment.

The respective amendments were made to article 7 of the Law “On mandatory state social insurance in case of temporary disability and expenses caused by the burial”.

The respective bill was registered under No. 3116.


On amendments to the Budget Code of Ukraine re provision with coal and peat briquettes

By amending paragraph four of sub-clause "б" of clause 4 of chapter one of article 89 of the Budget Code, the Law refers to the expenditures, that are provided from the regional budgets and city budgets of republican importance of the Autonomous Republic of Crimea, as well as of oblast importance and are taken into consideration when determining the amount of inter-budget transfers, those expenditures for compensation to persons that under articles 43 and 48 of the Mining Law have the right to free of charge provision not only of coal but also of peat briquette for domestic needs, but reside in the buildings with central heating.  

Moreover, amendments to paragraph one of chapter 2 of article 102 of the Budget Code stipulate that at the cost of subventions from the State budget to local budgets, benefits are given to persons that under article 48 of the Mining Law have the right to free of charge provision not only of coal but also of peat briquette for domestic needs.

The respective bill was registered under No. 2842.

 

“On Ratification of the Financial Agreement (Rehabilitation of Hydropower Stations Project) between Ukraine and the European Investment Bank”

Financial Agreement aims at securing efficient implementation of the Hydropower Stations Rehabilitation Project, which stipulates reconstruction of six hydropower stations on the Dnipro River. 

Ratification of the Financial Agreement will help increase management efficiency of Ukraine’s electric power system and develop national hydropower engineering. 

The respective bill was registered under No. 0040.


A number of resolutions on celebration of jubilee and memorable dates and in regard to recommendations of parliamentary hearings were also adopted.

Several documents were adopted in the first reading, recommitted for the repeated first and second reading, or rejected.
