The bill (Reg. No. 3429) suggests settle the issue of financial transaction of protected expenditures of the general fund of local budget and use of capital transfers from the state budget, in case of untimely adoption of the decision on the respective local budget by amending article 79 of the Budget Code of Ukraine.
The Committee took the decision to recommend the Verkhovna Rada, following the results of consideration in the first reading, adopt the draft law as a basis and in entirety as a law, with consideration of specifications in regard to the name of the bill. The Committee noted that the name of the bill does not reveal its content in full for it goes also about financial transaction of capital expenditures at the cost of transfers from the state budget. Thus, it is necessary to exclude “(re ensuring financing of protected expenditures in case of untimely adoption of the decision on local budget)” from the title of the bill.
