The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to several legislative acts of Ukraine re protection of citizens’ housing rights

The bill (Reg. No. 2659) suggests supplement the Law “On Tourism” with a notion of “costel”; prohibit establishment of hostels and assignment, on a contractual basis, for temporary use of flats, rooms or beds in the flats of apartment buildings at living space not less than 13.65 square meters per one person, unless a written consent of owners of other flats of the same porch was received. The bill establishes administrative responsibility for such actions. 

The document supplements article 150 of the Code of Ukraine on Administrative Infringements with a new part.

It was noted that the bill aims to protect housing rights of citizens-residents of apartment buildings and ensure their safety.

Committee members upheld the bill adoption of which will contribute to ensuring housing rights of citizens, as well as their safety; and adherence to the rules and standards of maintaining residential premises.
