The Committee on Judicial Policy recognized the draft law on amendments to several legislative acts of Ukraine re strengthening responsibility for some types of infringements in the sphere of road safety as non-contradicting to the provisions of the Constitution of Ukraine

The bill suggests amend articles No. 121, No. 122, No. 139, No. 188-28 of the Code of Ukraine on Administrative Infringements in order to strengthen responsibility for some types of road traffic infringements (particularly, rules of using safety belts, automobiles’ window tinting above the established norms, as well as installing and/or using lighting elements in exterior lights that do not correspond to current norms). Amendments are also to be made to clause 21 of article 11 of the Law ‘On Militia.’

It was mentioned during the meeting of the Committee that exclusively the laws of Ukraine determine the basis of civil liability, actions considered as crimes, administrative or disciplinary infringements, and responsibility for them (clause 22 of chapter one of article 92 of the Constitution of Ukraine). It was said that the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat voiced several remarks to the bill, however, people’s deputies claim they do not concern its contradiction to the Constitution of Ukraine.
