The Committee on Social Policy and Labour considered the issue of application efficiency of state budget funds in 2011-2012 for administration and management of supervision over the compliance with labour legislation

The Committee members got acquainted with the results of the Accounting Chamber audit.   

The Committee members paid attention to the fact that the liquidation process of the Department of State supervision over compliance with labour legislation took more than 1,5 years. During 2011 and the first six month of 2012 the liquidated department did not fulfill its tasks and the newly founded State Inspectorate of Ukraine on Labour did not work.    

It was stressed during the discussion that the effectiveness of inspection measures is negatively affected by absence of efficient levers of influence of the State Inspectorate of Ukraine on Labour on offenders.       

The Committee members stressed the necessity of harmonizing provisions of current legislation with the norms of international law, particularly with International Labor Organization conventions No. 81 and No. 129 ratified by Ukraine.   

In order for the State Inspectorate of Ukraine on Labour to supervise and control compliance with the labour legislation in accordance with requirements of international agreements, a group of people’s deputies submitted a bill on amendments to article 2 of the Law ‘On the basic principles of state supervision (control) in the sphere of economic activity’ (Reg. No. 3513).     

Following the results of the discussion of the Accounting Chamber information, the Committee members adopted the decision to recommend that the Verkhovna Rada should accelerate consideration of the bill on amendments to article 2 of the Law ‘On the basic principles of state supervision (control) in the sphere of economic activity’ (Reg. No. 3513).       

The people’s deputies recommended that the Cabinet of Ministers should stipulate, when elaborating the bill on the State Budget for 2014, funds for increasing the number of inspectors of the State Inspectorate of Ukraine on Labour and its territorial authorities, as well as for providing appropriate material support. They also recommended introduce for consideration of the Verkhovna Rada the proposals regarding harmonizing Ukraine’s legislation with the norms of the International Labor Organization conventions No. 81 and No. 129 ratified by Ukraine.
