During the period of January-September, the Verkhovna Rada of Ukraine received 71,2 thousand citizen’s suggestions, applications and complaints which is less by 952 appeals than the same period last year.
According to the Citizens' Applications Office of the Verkhovna Rada of Ukraine Secretariat, the committees and the Ad Hoc Supervisory Panel of the Verkhovna Rada of Ukraine on Privatization processed 18,8 thousand letters (which is more than the last year by 3,3 thousand). The following committees considered the most applications: the Committee on Human Rights, National Minorities and International Relations – 3, 6 thousand; the Organized Crime Control and Anti-Corruption Committee – 3,3 thousand; the Committee on Freedom of Speech and Information – 2,4 thousand; the Committee on the Rule of Law and Justice – 2,3 thousand; the Committee on Legislative Support of Law Enforcement – 1,3 thousand.
The deputies’ factions in the Verkhovna Rada of Ukraine considered over 7 thousand citizens’ suggestions, applications and complaints. 1,9 thousand were considered in the deputies’ faction of the All-Ukrainian Union «Svoboda»; 1,8 thousand – in the deputies’ faction of the Communist Party of Ukraine; 1,4 thousand – in the deputies’ faction of the Party of Regions; 1,2 thousand – in the deputies’ faction of the Political Party «UDAR (Ukrainian Democratic Alliance for Reform) of Vitaliy Klychko»; 742 – in the deputies’ faction of the All-Ukrainian Union «Batkivshchyna».
For the nine month of this year, 729 persons addressed the leaders of the Parliament, among them 339 persons addressed the Chairman of the Verkhovna Rada Volodymyr Rybak.
Structural units of the Verkhovna Rada of Ukraine Secretariat considered 45,5 thousand citizens’ applications, among them almost 44 thousand were processed in the Citizens' Applications Office.
Analysis of the statistical data shows the increase in number of applications from Kyiv City, Lviv, Kyiv, Luhansk, Donetsk, Zaporizhzhia, and Ternopil Oblasts. At the same time, there is a decrease in number of applications from Sumy, Dnipropetrovsk, Chernihiv, Volyn, Khmelnytskyi, Odesa, and Rivne Oblasts.
Among the authors of applications, who stated their social status, applications and complaints of pensioners – 17,1 thousand; entrepreneurs – 1,4 thousand; the imprisoned – 1,1 thousand; the unemployed – 1,0 thousand; public sector workers – 661; civil servants – 192; manual workers – 132; servers of religious organizations – 101; pupils and student – 83; military men – 41; and villagers – 12, prevail.
Among the Parliamentarian correspondence, 47,5% of letters contain issues of enforcement of law and order, as well as rights and freedoms of citizens; 9,6% - of social protection; 6,8% - of the activity of the Verkhovna Rada, the President of Ukraine and the Cabinet of Ministers; 5,4% - of family, children, gender equality, physical culture and sport; 3,9% - of communal services; 3,6% - of labour and salary; 3,3% - of financial, tax and customs policy; 2,5% - of housing policy; 2,4% - of health care; 2,3% - of agricultural policy and land relations.
According to the analysis, there are still a lot of complaints about prosecutor’s office workers.
As well as for the last year, for the reporting period of this year, a number of applications concerning functioning of the judicial branch has increased.
During the reporting period, a number of complaints about unlawful actions of the militia workers and Department of State Traffic Inspection has also increased.
For the last three years, there has been a tendency towards a decrease in a number of citizens’ suggestions, applications and complaints about social protection (12,9 thousand in January-September of 2011; 8,8 thousand January-September of 2012; and 7,0 thousand in January-September of 2013).
All suggestions, applications and complaints were considered in the Verkhovna Rada according to the current legislation.
