For the period of November 5-8, the Verkhovna Rada of Ukraine adopted 6 laws and 5 resolutions

The following laws were adopted in entirety:

 

“On Ratification of the Agreement between the Government of Ukraine and the Government of the Republic of India on Scientific and Technological Cooperation”

Under the Agreement, the Parties shall promote development of bilateral cooperation on the basis of equality and mutual benefits in the sphere of science and technology, as well as in spheres representing mutual interest, taking into account the experience of scientists and experts of the two countries and future opportunities. 

The Agreement establishes that cooperation between the Parties in the sphere of science and technology is maintained by the Ukraine – India Joint Committee for Science and Technology, which holds its meetings once per two years. 

Ratification of the Agreement will promote coordinated policy in priority spheres that are of mutual interest for the development of science and technology; it will also promote harmonization of the content of its separate components, as well as respective of national regulatory and legal frameworks of the Agreement member-states.

“On Ratification of the Agreement between the Cabinet of Ministers and the Government of the Italian Republic on Merchant Shipping”

The Agreement was concluded on February 21, 2012 in Rome and aims at developing mutual relations between Ukraine and the Republic of Italy in the sphere of merchant shipping maritime.

Under the text of the document, national ships in the ports of both countries should have equal conditions of access pertaining to free entry and exit from the ports; duties and tariffs; as well as payment for port services, port charges and taxes; the use of port facilities for loading and unloading of goods; embarkation and disembarkation of passengers; and members of the crew, etc.

Pursuant to the Agreement, Ukraine and Italy in line with the law should take measures to prevent detentions of the ships and simplify the administrative, customs and other procedures in the ports of both countries.

The respective bill was registered under No. 0037.

 

“On Ratification of the Agreement between Ukraine and the Republic of India on Mutual Legal Assistance in Civil and Commercial Matters”

The Agreement aims at establishing efficient cooperation of competent bodies of both Parties by providing mutual legal assistance in civil and commercial matters and establishing the mechanism of mutual recognition and execution of courts’ judgments. 

Under article 2 of the Agreement, the Ministry of Justice is the central body responsible for fulfillment of the Agreement in Ukraine.

The respective bill was registered under No. 0030.

 

 “On amendments to article 6 of the Law of Ukraine “On the Procedure of Departure from Ukraine and Arrival to Ukraine for the citizens of Ukraine” (re receive of a passport by service age citizens)

The legislative act excludes the provision from the Law “On the Procedure of Departure from Ukraine and Arrival to Ukraine for the citizens of Ukraine” under which, the right of the citizen of Ukraine to travel abroad can be temporary restricted if “he is subject to conscription for active military service, until the issue of occupational deferment is settled.”

The respective bill was registered under No. 2857.

 

“On amendments to article 17 of the Law of Ukraine “On Heat Supply” (re licensing heat energy production activity)

The law amends the existing law. Under the document, licensing of activity in the sphere of heat supply is set to be the authority of the national commission that exercises state regulation in this sphere, if heat energy is produced on the heat power plant or nuclear power plants.  

The respective bill was registered under No. 2079а.

 

“On Amendments to the Budget Code of Ukraine” (re money means received from using (implementing) the state part of actual production, under the production sharing agreements)

Under the law:

money means received from the use (implementation) of the state part of goods manufactured are allocated in the following proportion: 90% - to the state budget, 10% - to the local budgets (apart from revenues received from the actual production within the continental shelf and exclusively from the sea (economic) zone, that are allocated to the state budget fund in full);  

10% of the respective money means are allocated to the local budgets, are included into the development budget and are allocated between the local budgets of administrative and territorial units on the territory of which the respective land plot is located;

main provisions of the law come into force on January 1, 2014.

The respective bill was registered under No. 3295-1.


Several resolutions on recommendations of parliamentary hearings, etc. were adopted.

Several documents were adopted in the first reading, some were recommitted for the repeated first reading, and some – rejected.

512 deputies’ inquiries were voiced.
