The draft law (Re. No. 3396) was elaborated with consideration of opinions and recommendations of the OSCE/ODIHR Observation Mission on Election of the People's Deputies of Ukraine of October 28, 2012 and other missions of official observers from foreign countries and international organizations.
The document suggests:
establish foreign election district which will include all foreign election precincts, conferring the Central Election Commission with powers of district election commission of foreign election district;
introduce the so-called system of “gender orientation of political parties” which lies in voluntary consolidation of party quota for women by the political parties in their statutes;
establish the procedure of exercising the right to vote for persons who, on the day of elections, are living or staying abroad, as well as for persons who temporarily changed their place of voting (without changing voting address);
reduce the amount of caution money: for a party – from 2 to 1 thousand minimum earnings; for a candidate in a single mandate election district – from 12 to 10 thousand minimum earnings.
