PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SEVENTH CONVOCATION WERE HELD ON THURSDAY, NOVEMBER 7  

Having opened the morning session, the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak announced a break, following the proposals of the deputy faction leaders, in order to adjust the agenda of this plenary meeting. 

After the break, the Presiding informed that faction leaders suggest that the Verkhovna Rada should: include into the agenda the bills on the prosecutor’s office, registered under No. 3541 and No. 3541-1; continue consultations concerning this plenary meeting; and continue plenary work of the Verkhovna Rada at 4 p.m. starting with consideration of the laws from the “Euro-integrational package” – the four bills on treatment of sentenced to imprisonment abroad, the bills on the prosecutor’s office (Reg. No. 3541 and 3541-1) and the bills on amendments to electoral legislation. 

The stand of the opposing factions was outlined by the Batkivshchyna faction leader A.Yatseniuk. “We are ready to any compromises, so that Ukraine could sign the Agreement. However, it is necessary to free Yulia Tymoshenko for this.

We proposed the package consisting of three decisions. The first one – to adopt the bill of A.Labunska to free Yu.Tymoshenko; the second one – to adopt the Law “On the Prosecutor’s Office” in the first reading; and third one – to adopt the Law “On Election of the People’s Deputies of Ukraine”.   

We suggest urgently adopt these bills, refine them as soon as possible and adopt in the second reading and in entirety before November 18.

We expect for the political decision of the President of Ukraine. The opposing factions have just stated their decision – we are ready to uphold all the bills. Now, the same should be done on the part of the Party of Regions and the President Yanukovych,” stressed A.Yatseniuk.  

Leaders of UDAR and Svoboda factions, V.Klychko and O.Tiahnybok, supported A.Yatseniuk.

Representative of the President in the Verkhovna Rada Yurii Miroshnychenko noted that “We all are aware of the responsibility the Ukrainian Parliament and we all face today. Leaders of all factions should treat their duties with responsibility. As of today, there remain three laws from the “Euro-integrational package”. There is understanding over two laws – the law on the prosecutor’s office in the new version and the law on amendments to electoral legislation.    

The issue of treatment of sentenced to imprisonment abroad is not settled. However, there is political will to hold consultations and find the way out.” 

Yu.Miroshnychenko noted that the Party of Regions suggests set up a working group, where this bill could be adjusted and signed by representatives of all factions. We hope that these consultations will be successfully finished by 4 p.m.,” he said.   

The Chairman put to vote the proposal to include the bills on the prosecutor’s office (Reg. No. 3541 and 3541-1) into the agenda.

The bills were placed on the agenda by 383 votes in favor.

The Chairman adjourned the morning session.

Having opened the evening session, the First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik informed that consultations of faction leaders continue.

Afterwards, the Presiding adjourned the evening session.

Next plenary meeting of the third session will be held on Friday, November 8.
