The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation recommends that the Parliament should adopt as a basis the draft law on amendments to article 34 of the Subsoil Code of Ukraine re settlement of several issues in the sphere of subsoil use on the territory of the Autonomous Republic of Crimea

The bill (Reg. No. 2385, refined) exempts from taxation specialized children’s sanatorium-resort institutions that belong to the Autonomous Republic of Crimea for issuance of specialized licenses for mineral water production in the part that is used for treatment on their territory.   

The suggested amendments to article 34 of the Subsoil Code of Ukraine in the part of exempting from taxation for issuance of specialized licenses testify to the fact that the bill affects budgetary figures. However, the author provides neither financial or economic justification, nor the proposals on how o balance the bill, as stipulated by part 1 of article 27 of the budget Code and part 3 of article 91 of the Rules of Procedure of the Verkhovna Rada of Ukraine.
