As it was mentioned, the bill on amendments to several legislative acts re improvement of electoral legislation (Reg. No. 3396) was elaborated taking into account conclusions and recommendations of the OSCE/ODIHR Observation Mission on Election of the People's Deputies of Ukraine on October 28, 2012 and other missions of official observers from foreign countries and international organizations. It was stressed that carrying out recommendations determined by the OSCE/ODIHR Election Observation Mission on Final Report regarding parliamentary elections in Ukraine and overcoming drawbacks in holding parliamentary elections in Ukraine on October 28, 2012 is one of the EU Party’s requirements for signing the EU-Ukraine Association Agreement.
Following
the results of the discussion, it was decided to recommend that the Verkhovna
Rada should reject the alternative bill (Reg. No. 3396-1). The bill on amendments to the Law “On the Election of People's Deputies of Ukraine” (re technical and legal improvement of election process) (Reg. No. 2908) suggests secure additional guarantees of implementing election universality principles, citizens’ rights to participate in electoral process, including election campaign.
The bill also stipulates improve procedure of forming district and precinct electoral commissions, reasons for early termination of powers of electoral commissions members, etc.
