The Committee on Industrial and Investment Policy does not uphold the draft law “On amendments to the Law “On the Customs Tariff of Ukraine” re rate of import duty and promoting export of goods

The bill (Reg. No. 2691) suggests establish zero promotional and full rates of import duty on some goods that are used as raw materials for production of wallpapers.   

During the discussion, the Committee members voiced several remarks to the bill. Particularly, attention was paid to the opinions of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat.  

Submitted legislative proposal regarding establishment of zero rates of import duty on goods that are used for production of wallpapers and their further realization for export, according to the Central Scientific Experts Office requires respective justification with respect to its compliance with article 3 of the WTO Agreement on Subsidies and Countervailing Measures.
