The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to the Law “On Association of Co-Owners of Multi-Storey Building” (re preventing violations of rights of apartments and non-residential premises owners)

The bill (Reg. No. 2469а) suggests:
establish that admission to the association of co-owners of multi-storey building is free;  
provide the applicant denied the right to become a member of association with a right to file a complaint in court;  
establish that the decision on admission to the association of co-owners of multi-storey building (denial to admission) shall be approved by the authority of such association, etc.    
The respective amendments should be made to the Law “On Association of Co-Owners of Multi-Storey Building.”
During the meeting, the necessity of adopting this bill was justified by a number of cases of abuse on the part of authorities and officials of the association of co-owners of multi-storey regarding owners of apartments and non-residential premises.
The Committee members upheld the bill, adoption of which will make the work of associations of co-owners of multi-storey buildings more transparent.
