The Committee on the Rule of Law and Justice does not uphold the draft law on amendments to several legislative acts re imposing criminal responsibility for violation of the voting procedure in the Verkhovna Rada of Ukraine, the Verkhovna Rada of Ukraine of the Autonomous Republic of Crimea or a local council

The bill (Reg. No. 2012-1) suggests make amendments to article 361 of the Criminal Code of Ukraine under which, violation of the voting procedure in the Verkhovna Rada of Ukraine, the Verkhovna Rada of Ukraine of the Autonomous Republic of Crimea, local councils or their bodies, with the use of electronic system of vote counting, is recognized as criminally liable; the article is supplemented with note 2 and 3. The bill suggests also supplement part 1 of article 18 of the Law “On the Status of Deputies of Local Councils” with a prescription in regard to personal voting of the deputies of respective councils.        

Generally upholding the overall aim of the bill, the people’s deputies expressed some remarks.

Committee members drew attention to the fact that the Central Experts Office of the Verkhovna Rada of Ukraine Secretariat deems that following the results of consideration of the bill in the first reading, it should be rejected.
