Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to several legislative acts of Ukraine re improving state regulation of town-planning activity

The bill (Reg. No. 2570a) suggests specify determination of the status of a “building owner”; the category of complexity of construction objects; abolish the necessity to win approval for re-equipment and re-designing of a dwelling house (a living space) without interfering into its load-bearing structures. 

The respective amendments are to be made to several legislative acts: the Housing Code of the Ukrainian USSR, the Code of Ukraine on Administrative Infringements, the laws “On Regulation of Town-Planning Activity”, “On Architectural Activity”, “On Responsibility for Violations in the Sphere of Town-Planning Activity”, “On State Registration of Property Rights to Immovable Property and Their Encumbrances”, “On Wastes”, etc. 

Committee members upheld the bill adoption of which, they believe, will promote refinement of state policy in the sphere of town-planning activity and will help exercise state architectural and building control.
