The Committee on Legislative Support of Law Enforcement recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to several legislative acts of Ukraine (re regulating the activity of chaplains in the bodies and institutions pertaining to the State Penitentiary Service of Ukraine)

The bill (Reg. No. 3233) suggests introduce the institute of clergymen (chaplains) in the bodies and institutions pertaining to the State criminal and executive service on the voluntary basis; regulate organization, coordination and execution of pastoral care and the order of cooperation between the respective state institutions and religious organizations; and provide persons, under arrest, with the right to “pastoral care”, etc.  

The bill suggests supplement the Criminal Executive Code with article 128-1 “Organization of pastoral care for convicted” and amend the laws “On Preliminary Imprisonment” and “On State Criminal Executive Service of Ukraine”.

The people’s deputies believe that adoption of the bill will help meet religious needs; regulate spiritual, cultural and moral upbringing; help adapt former prisoners to society, etc.
