The working group, headed by the Deputy Chairman of the Committee Volodymyr Oliynyk, involves representatives of the Committee’s Secretariat, the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, scientists, and representatives of the All-Ukrainian Pilots Professional Union.
It was stressed that the bill (Reg. No. 3285) was elaborated with consideration of provisions of the Convention on International Civil Aviation, documents of the International Civil Aviation, Model Criminal Code, as well as positive experience of post Soviet countries and highly developed European countries in order to bring Ukrainian legislation on criminal responsibility on matters of safety of traffic and transport exploitation in line with the principles of international law and international standards.
It was noted that the stipulated responsibility under article 276 of the Criminal Code should be established only for actual infliction of injury to life or health of a person by inadvertence.
Members of the working group believe that the suggested proposals cannot be upheld.
Following the results of discussion, the decision was taken to continue the work on the bill considering all the expressed remarks and proposals.
