The Committee on Human Rights, National Minorities and International Relations recommends that the Parliament should adopt the draft resolution on Recommendations to the parliamentary hearings entitled “Ukrainian labour migration: state, problems and ways to solve them”

The bill (Reg. No. 3413) stipulates approve Recommendations, under which the Verkhovna Rada of Ukraine has, inter alia, to adopt the law on state policy regarding foreign labour migration. The law shall legislatively determine the status of Ukrainian labor migrants and members of their families, as well as their socio-economic, educational, cultural, and other guarantees.     

Participants of the hearings deem it is necessary to accelerate consideration of the draft law on amendments to several legislative acts regarding pension insurance for persons working abroad, as well as members of personal farm households and working prisoners (Reg. No. 2176) and to ratify:  

the International Labour Organization Migrant Workers Convention (No. 97);

the International Labour Organization Convention concerning Migrations in Abusive Conditions and the Promotion of Equality of Opportunity and Treatment of Migrant Workers (No. 143);

the International Labour Organization Maintenance of Social Security Rights Convention (No. 157);

the International Labour Organization Convention on Private Employment Agencies (No. 181).

Under the document, the Government has to elaborate and refer for consideration to the Verkhovna Rada of Ukraine the bills on amendments to the electoral legislation of Ukraine, as well as amendments and supplements to the Ukrainian legislation on liberalization of customs procedures pertaining to import of their own property, brought abroad, by labour migrants-citizens of Ukraine, who return to Ukraine for permanent residence.
