Refinement of regulatory support for introduction of the mechanism for energy service contracts in budgetary institutions was discussed during the round-table discussion, held at the initiative of the Committee on Transport and Communications

The event was held in the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine.

The Minister of Regional Development, Construction, Housing and Communal Services Hennadiy Temnyk and the Director of the European Bank for Reconstruction and Development in Ukraine Sevki Acuner took the floor with words of welcome. 

Chair of the subcommittee on railway transportation of the Committee on Transport and Communications Viktor Ostapchuk and the Deputy Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy Volodymyr Saldo presented the draft laws that aim at providing regulatory support to introduction of the mechanism for energy service contracts in order to increase energy efficiency of buildings of budgetary institutions (Reg. No.No. 2548а, 2549а, 2550а, 3013 and 3014).

Viktor Ostapchuk drew attention to the fact that payment for fuel and energy resources as well as communal services composes one of the largest cost components for maintenance of budgetary institutions. 

V.Ostapchuk believes that settlement of the problem requires making respective amendments to the existing legislation in order to introduce the mechanism for energy service contracts.

V.Ostapchuk informed that he has registered several bills that stipulate amendments to the Budget Code, the laws “On State Procurement”, “On Energy Saving” and the draft law of the peculiarities of state procurement of energy services. 

V.Ostapchuk noted that adoption of these bills will allow: decrease one of the largest cost components for maintenance of budgetary institutions, i.e. payment for communal services and energy resources; attract investments into implementation of energy efficient projects on social infrastructure objects; and bring sanitary conditions in budgetary institutions in line with normative ones, etc.

The pilot project on conclusion of energy service contracts in the city of Dnipropetrovsk was presented during the round table discussion.  

Representatives of the Ministry of Finance, Ministry of Economic Development and Trade, the European Bank for Reconstruction and Development in Ukraine, the International Finance Corporation (IFC) Project “Promoting Energy Efficiency in Ukraine's Residential Housing Sector” and the communal enterprise “Group for introduction of the project on energy saving in administrative and public buildings in Kyiv” participated in the discussion of bills and pilot projects on implementation of energy service contracts in budgetary institutions.  

Participants of the meeting decided to hold an additional working meeting and following the results of which to take the decision on acceptable scheme for implementation of the mechanism for energy service contracts in budgetary institutions.
