Members of the Permanent Delegation of the Verkhovna Rada of Ukraine in the Parliamentary Assembly Organization for Security and Co-operation in Europe participated in the work of the Twelfth annual autumn session OSCE PA in the city of Budva (Montenegro)

Twelfth annual autumn session that is traditionally held in the form of both general plenary meetings, parliamentary conferences and within the OSCE Parliamentary Assembly Mediterranean Forum, involves parliament members from 57 OSCE member states (about 200 MPs) and representatives of associated countries and international organizations. Apart from this, it is planned to hold a meeting of the Assembly’s Bureau and the Permanent Committee, involving heads of delegations of the OSCE member states. Delegates from Algeria, Israel, Jordan and Afghanistan will participate in the meeting of the Mediterranean Forum.   

Ukrainian delegation was represented by the people’s deputies of Ukraine, members of the Permanent Delegation of the Verkhovna Rada of Ukraine in the Parliamentary Assembly Organization for Security and Co-operation in Europe Oleh Zarubinskyi, Olena Bondarenko, Oksana Kaletnyk, Volodymyr Nakonechnyi and Oleksandr Stoian.

It was planned to discuss impact of the financial and economic crisis on the security sector; transnational threats; and protection of human rights – the role of OSCE. It is also intended to hold special debates on the situation in Syria.

During the parliamentary conference, the people’s deputy of Ukraine, member of the Permanent Delegation of the Verkhovna Rada in the PA OSCE Oleh Zarubinskyi spoke on “Terrorism counteraction and protection of human rights – the role of OSCE”.     

The people’s deputy of Ukraine attached attention of participants of the parliamentary conference to the issue of terrorism, which is one of the most dangerous threats to life of every person.

O. Zarubinskyi noted that absurdly huge arsenal of weapons of mass destruction remains on our planet. These huge arsenals are a very convenient and advantageous target for terrorists. That is why, the Head of the Delegation believes, we have a moral right to raise the issue of intensification of the process of implementation of all provisions of the Convention on the Prohibition of the Development, Production and Stockpiling and Use of Chemical Weapons and on their Destruction that was ratified by the majority of countries in the world. 

At the end of his speech O. Zarubinskyi expressed an idea that it is necessary reinforce processes of abandoning chemical weapons within the OSCE member states. He suggested hold an international conference, the main aim of which would be total destruction of chemical weapons across the planet. “That is why we have to raise the issue of sanctions that shall be imposed on the countries violating or not adhering to the Convention on the Prohibition of the Development, Production and Stockpiling and Use of Chemical Weapons and on their Destruction,” stressed the Head of the Ukrainian Delegation in the OSCE PA.
