The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada should adopt as a basis the draft law on hot water and hot water supply

The Committee members considered two alternative bills in this sphere.

The aim of the bill (Reg. No. 2244a) is normalization of economic activity in the sphere of production of hot water and hot water supply, establishment of order of providing services from a centralized hot water supply, regulation of using the autonomous hot water supply, increasing the quality and safety of hot water for the consumer’s health, etc.    

The alternative bill (Reg. No. 2244а-1) on the centralized supply of how water suggests determine peculiarities of state policy and state administration implementation in the sphere of centralized hot water supply, as well as improve organizational and economic foundations of activity in this sphere.     

Following the results of the discussion, the Committee members adopted the decision to recommend that the Parliament should adopt the bill (Reg. No. 2244a) as a basis and take into account the basic provisions of the bill under Reg. No. 2244а-1 when the bill under Reg. No. 2244a is being refined for the consideration in the second hearing.  

According to them, adoption of the bill under Reg. No. 2244a will reduce the level of indebtedness in the sphere of hot water supply and will promote transparency of payments for the consumed services.
