The following law was adopted with consideration of proposals of the President of Ukraine:
“On amendments to the Law of Ukraine “On State Assistance to Families with Children” re reducing the number of documents for obtaining childbirth welfare payments”
The people’s deputies upheld the suggestion of the President of Ukraine to change the title of the law and provide it in the following version: “On amendments to the Law of Ukraine “On State Assistance to Families with Children”.
The people’s deputies upheld the proposal of the Head of the state under which, after one of the parents (a trustee) addresses a labour and social protection body, at the place of residence of one of the parents (a trustee) permanently living with a child, or at the birth place of a child, for appointment of childbirth welfare payments the latter refers data for registration of the place of residence of a child to the central body of executive power that implements state policy in the sphere of registration of legal persons.
The people’s deputies upheld also the proposal under which, registration of the place of residence of a newly-born child is carried our on the basis of data, referred by the bodies of social protection of population, that were mentioned in the statement on appointment of childbirth welfare payments by the legal representative, permanently living with a child.

The following laws were adopted in entirety:
“On amendments to article 4 of the Law of Ukraine “On Financial Services and State Regulation of Financial Services Markets” re types of financial services”
The Law specifies the list of services deemed to be financial; prohibits provision of financial services not included into this list; and provides bodies, exercising state regulation of financial services markets, with the right to decide that operations belong to a particular type of financial services.
It is suggested to supplement article 4 of the Law “On Financial Services and State Regulation of Financial Services Markets”.
The respective bill was registered under No. 0972.
“On amendments to several legislative acts of Ukraine re counteraction to illegal acquisition and takeover of enterprises”
The legislative act amends the Civil, Economic, and Criminal Codes of Ukraine, as well as the laws “On Business Associations”, “On State Registration of legal Persons and Sole-Proprietors”, “On Restoring Debtor's Solvency or Recognizing him a Bankrupt”, “On Advertising”, and several other legislative acts in order to prevent the use of schemes and methods of illegal acquisition and takeover of enterprises.

“On amendments to article 28 of the Law of Ukraine “On State Registration of Property Rights and their Encumbrances” re obtaining information by the co-owners of a multi-storey building”
The Law authorizes owners of a multi-storey building to receive an extract from the State Register of Rights to Immovable Property.
Thus, according to the Law, the following persons are entitled to receive an extract from the State Register of Rights:
"owner (co-owner) of a flat, residential and non-residential premise in a multi-storey building during creation of a condominium, condominium association, housing co-operatives or their authorized representatives."

“On amendments to several laws of Ukraine re peculiarities of leasing or concession of objects in the sphere of heating, water supply and water disposal that are in communal ownership”
The legislative act specifies several provisions of the laws “On Concession” and “On the peculiarities of leasing or concession of objects of centralized heating and water supply and water disposal that are in communal ownership”.

“On peculiarities of investment activities on the territory of the Autonomous Republic of Crimea”
The Law establishes peculiarities of investment activity on the territory of the Autonomous Republic of Crimea as an integral part of Ukraine.
It is also stipulated that investment activity on the territory of the Autonomous Republic of Crimea is carried out the principles of: protection of rights and interests of investors; noninvolvement of government authorities, executive authorities of the Autonomous Republic of Crimea and local self-government authorities except cases when such involvement is stipulated by law; equality of investors; proper use of investments.
Registration of investment projects will be carried out on a voluntary basis on presentation of an investor or the economic entity that implements such project.

“On amendments to the article 6 of the Law “On the State Budget of Ukraine for 2013” (re National Joint-Stock Company “Naftogaz of Ukraine”)
The legislative act supplements article 6 of the Law “On State Budget of Ukraine for 2013” with clause 4. The clause stipulates the opportunity to provide National Joint-Stock Company “Naftogaz of Ukraine” with state guarantees by commitments, within the maximum amount of state guarantees (up to UAH 50 billion), as established by article 6 of this Law.

“On Ratification of the Freight Traffic Rules in the International Direct Railway Ferry Service between the Ports of Ukraine and the Railway Service Ports of the Turkish Republic between the Cabinet of Ministers of Ukraine and the Government of the Turkish Republic”
The people’s deputies have ratified the Freight Traffic Rules in the international direct railway ferry service between the ports of Ukraine and the railway service ports of the Turkish Republic between the Cabinet of Ministers of Ukraine and the Government of the Turkish Republic that were signed on September 13, 2012 in Kyiv and shall come into force on the day the Parties and diplomatic channels receive the last written notification on completion of the respective intrastate procedures, necessary for enactment of these Rules.

“On amendments to appendix No 3 of the Law of Ukraine “On the State Budget of Ukraine for 2013” (re financing the Ministry of Science and Education of Ukraine and the Ministry of Youth and Sports)
The Law was elaborated in connection with adoption of the Decree of the President of Ukraine of February 28, 2013 No 96 “On several measures to optimize the system of central bodies of executive power”, which stipulates establishment of the Ministry of Science and Education of Ukraine and the Ministry of Youth and Sports by reorganizing the Ministry of Science and Education, Youth and Sports of Ukraine, as well as the State Youth and Sports Service of Ukraine.
The legislative act amends appendix No 3 of the Law “On the State Budget of Ukraine for 2013”.
It is primarily stipulated to determine two new administrators of the State Budget funds – the Ministry of Science and Education of Ukraine and the Ministry of Youth and Sports, instead of the Ministry of Science and Education, Youth and Sports of Ukraine.
The Law was adopted with consideration of proposals of the Committee on Budget.
The respective bill was registered under No. 3085.
“On the State Budget of Ukraine for 2013” (re increasing expenses for the Central Election Commission)
The Law increased revenues and expenses of the State Budget of Ukraine general fund by UAH 48825,4 and forwarded extra receipts to the Central Election Commission for implementing state programmes.
The source of covering extra expenses of the State Budget lies in increasing costs that are transferred by the National Bank to the State Budget, according to the Law “On the National Bank of Ukraine”.

“On amendments to article 7 of the Law of Ukraine “On state social assistance to low-income families” (re persons that provide social services)
The legislative act includes able-working members of low-income families that provide social services to the list of persons entitled to state social assistance to low-income families.
The respective bill was registered under No. 2689.
“On approval of the decision of the President of Ukraine to send the national contingent for Ukraine’s participation in the Operation Ocean Shield and in the Operation EU NAVFOR ATALANTA”
The legislative act approves the decision of the President of Ukraine to send the national contingent for Ukraine’s participation in the Ocean Shield Operation and in the EU NAVFOR ATALANTA Operation.
The law establishes that “expenditure financing connected with Ukraine’s participation in the Operation Ocean Shield and in the Operation EU NAVFOR ATALANTA shall be carried out at the cost of the State Budget funds”
The respective bill was registered under No. 3320.
