ON WEDNESDAY, OCTOBER 9 THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK
At the beginning of the morning meeting, the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak informed that the Speaker of the House of Representatives of the Parliament of Ireland Sean Barrett is on the official visit in Ukraine.
The Parliamentarians welcomed the guest.
The people’s deputies voiced their announcements, statements and messages.
The parliamentarians then considered the issue of ratification.
The Chairman of the Head of the State Inspection for Safety at Sea and River Transport Hruhorii Sobolevskyi reported on the draft law on ratification of the Freight Traffic Rules in the International Direct Railway Ferry Service between the Ports of Ukraine and the Railway Service Ports of the Turkish Republic between the Cabinet of Ministers of Ukraine and the Government of the Turkish Republic. He noted that the Freight Traffic Rules in the international direct railway ferry service between the ports of Ukraine and the railway service ports of the Turkish Republic between the Cabinet of Ministers of Ukraine and the Government of the Turkish Republic were signed on September 13, 2012 in Kyiv.
According to him, adoption of this bill is necessary for creating and functioning of reliable legal mechanism of international level, for regulating responsibilities and mutual relations between railways of Ukraine and the Turkish Republic.
The Deputy Chairman of the Committee of Foreign Affairs Yurii Miroshnychenko reported on the Committee’s decision to recommend that the Verkhovna Rada should adopt the bill in entirety.
The Verkhovna Rada ratified the Freight Traffic Rules in the International Direct Railway Ferry Service between the Ports of Ukraine and the Railway Service Ports of the Turkish Republic between the Cabinet of Ministers of Ukraine and the Government of the Turkish Republic by 312 votes.
The people’s deputy Andrii Shypko reported on the draft law on amendments to article 16 of the Legislation of Ukraine On Health Care (re accreditation of pharmacies) in the first hearing. He justified the adoption of the bill by the necessity to reduce state regulative control on the activity of economic entities that sell medicine.
When selling medicine, pharmaceutical institutions need to have a licence for carrying out respective activity, and an accreditation certificate.
The Chairman of the Committee on Public Health Tetiana Bakhteieva reported on the Committee’s decision to recommend that the Parliament should adopt the bill as a basis.
The bill was adopted in the first hearing as a basis by 255 votes.
The Chairman put to the vote the proposal of the people’s deputy P.Rozenko on continuing the plenary meeting till the consideration of all the agenda items is finished.
The parliamentarians did not uphold the proposal (163 votes for).
The people’s deputy A.Shypko reported on another bill, the author of which he is, on amendments to sub clause 197.1.27 of clause 197.1 of article 197 of the Tax Code of Ukraine” (re establishment of favourable conditions for improving maintenance of health care institutions and citizens with affordable medicines).
