The Committee on Judicial Policy recommends that the Parliament should preliminary approve the bill on amendments to the Constitution of Ukraine re strengthening guarantees of judges’ independence

The draft law (Reg. No. 2522a) aims at improving provisions of the Constitution of Ukraine and strengthening the existing guarantees of judges’ independence, which will give an opportunity to change the applicable procedure of appointing and dismissing judges; reduce the role of political bodies in this process; and allow to delegate authorities in regard to resolving issues connected with judges’ activity to the jurisdiction of bodies, mostly composed of judges.        

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak participated in the meeting of the Committee.  

The people’s deputies noted that the bill corresponds to the requirements of articles 157 and 158 of the Constitution of Ukraine.

Under part five of article 149 of the Rules of Procedure of the Verkhovna Rada of Ukraine, the Verkhovna Rada can consider the issues and take the decision on preliminary adoption of the bill, according to article 155 of the Constitution of Ukraine and under the condition, the abovementioned bill, following the opinion of the Constitutional Court of Ukraine, corresponds to the requirements of articles 157 and 158 of the Constitution of Ukraine.
