The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation does not uphold the draft law on amendments to several legislative acts of Ukraine (re agreeing on subsoil use)

It was noted that “the main task of the bill (Reg. No. 2438a) is to optimize procedures of agreeing on the subsoil use and creating favourable conditions for attracting investments in subsoil use under production sharing agreements.” According to the document, draft sharing agreement should be coordinated with Oblast state administration or state administrations of Kyiv City or Sevastopol City, on the territories of which the subsoil area, that is transferred for use under the terms of the agreement, is located.        

During the discussion, the people’s deputies stressed that local self-government authorities opt out of the work on the production sharing agreements and thus the bill does not comply with article 140 of the Constitution of Ukraine.
