The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation does not uphold the draft law “On amendments to several legislative acts of Ukraine re reducing the number of licensing documents”

The bill (Reg. No. 2436a) suggests cancel a great number of licensing documents, included to the List of licensing documents and, thus, exclude them from the basic laws in the environmental protection sphere. Apart from this, it is suggested establish the possibility of carrying out economic activity, as based on the declaration without receiving licensing documents.  

The bill suggests amend 37 legislative acts of Ukraine, more than 20 of which pertain to the sphere of environmental protection and the Law “On the List of licensing documents in the sphere of economic activity” in the part of reducing the number of licensing documents.

The Committee does not reject the necessity of reforming and improving licensing system in the sphere of environmental protection, as well as rational and non-depleting use of natural recourses and environmental safety.

Thereat, Committee members believe that refinement of the licensing system in this sphere should be held at the expense of simplifying relations between economic entity and the state.
