The bill (Reg. No. 2593) suggests supplement article 32 of the law with a provision, under which labour and social protection bodies are obliged to pay for communal services and for living space, assigned to orphans and children, deprived of parental care (until they turn 18). This pertains to the abovementioned categories of children, who have neither relatives registered on their living space, nor relatives owning this accommodation under the right of joint ownership.
Committee members stressed that the bill lacks mechanisms to protect orphans and children, deprived of parental care. They believe such mechanisms should be elaborated during preparation of the document for the second reading.
