The Committee on Science and Education suggests that the Parliament should recommit the draft law on amendments to the Law “On Vocational Education” and several other legislative acts re improving the preparation of the working class employee

The bill (Reg. No. 1057) suggests amend the laws “On Vocational Education”, “On Higher Education”, “On Education”.

The bill aims at creating conditions for enhancement of the role and prestige of working class occupations resulting from increasing the quality of vocational education, establishing guarantees for workers of this sphere and students of vocational schools, according privileges for businesses, institutions, organizations that participate in preparation of qualified employees.

The Committee noted that the analysis of the law and conclusions received during its preparation for consideration, shows that there are serious defects and gives reasons to claim the necessity of refinement of the suggested amendments.

It was stressed that the Ministry of Finance does not approve of adoption of the bill, the Ministry of Economic Development and Trade does not support the law, the Ministry of Justice voiced considerable remarks to several suggested amendments and made proposals regarding those amendments that contradict current legislation. The Ministry of Education and Science and the Ministry of Social Policy think that the bill requires refinement.

The Committee highlighted that the Central Scientific Experts Department of the Verkhovna Rada of Ukraine Secretariat made a conclusion that following the results of the consideration in the first reading, the bill should be recommitted.

Following the results of the consideration, having taken into account the conclusions, the Committee made a decision to recommend that the Verkhovna Rada should recommit the bill.
