The state of preparation for the heating season 2013-2014 was discussed in the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy

The Chairman of the Committee, Spiridon Kilinkarov, reminded that during “Government Question Hour”, September 6, 2013, the First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine, Hryhorii Semchuk, informed about 95% readiness of housing and communal services for operation in winter conditions. H.Semchuk also informed that for preparation for heating season UAH 3,5 bln. will be allocated from local budgets, budgets of businesses; no money was allocated from the state budget and regional authorities have implemented all the necessary measures on their own.
S.Kilinkarov claimed that indebtedness of the businesses is more than UAH 16 bln. and that neither the local authorities, nor the debtor companies can handle such indebtedness.
Participants of the meeting learned about the state of preparation for the heating season 2013-2014 from the representative of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, the Ministry of Energy and Coal Industry of Ukraine, the Ministry of Finance of Ukraine, officials of Chernihiv Oblast State Administration and Kyiv City State Administration.
It was stressed that as a result of a serious deterioration of the fixed assets of this sector, 25 accidents happened at the municipal thermal engineering sites and 13 accidents at the water and sewage utilities sites.
The representatives of the Ministries informed that as for September 11, 2013 index of the planned and actual status of preparation for operation in autumn-winter period 2013-2014 is more that 90%.
The officials stressed that the preparation would be more effective if the level of payment for the electricity consumed by water supply and sewage organizations; and for natural gas consumed by heating enterprises was not that low. The total indebtedness for the consumed natural gas as of 09.09.2013 is UAH 17,4 bln., including UAH 8 bln. for the gas consumed in 2013.
Following the results of the discussion, the Committee noted the satisfactory level of preparation of housing and communal services, social facilities for operation in autumn-winter period of 2013-2014.
The people’s deputies adopted the decision to foster adoption by the Verkhovna Rada the bill on amendments to several laws of Ukraine on regulating the activity of business entity in the sphere of housing and communal services.
The Committee sent recommendations to the Cabinet of Ministers and other central government authorities.
